Mike Pereira can't make stolid refs have Hochuli's personality, and he shouldn't try. But his explanations should be textbook for all officials in college and pro football. Fans deserve to hear exactly why something has happened.

Which raises the question: Why in this age of the Internet isn't the NFL rulebook posted and accessible on the league's website somewhere?
